- Delaware’s Child Protection Accountability Commission (CPAC) is a statutory body created in 1997 under the Child Abuse Prevention Act of 1997 in response to the tragic death of four-year-old Bryan Martin. Its purpose is to monitor and improve Delaware’s child protection system to ensure the health, safety, and well-being of abused, neglected, and dependent children.
